We are looking for an experienced Program Manager to join our PMO at Simplify Healthcare in Pune. In this role, you will sit at the centre of our delivery portfolio - owning program governance, budget tracking, capacity planning, and resource allocation across 3-5 concurrent programs spanning product releases, client implementations, and platform initiatives. This is not a project coordination role. We need a practitioner who thinks at the portfolio level, builds and maintains robust financial and capacity models, drives PMO governance standards, and produces the executive-level visibility that allows leadership to make fast, informed decisions. You will work closely with Delivery Directors, TPMs, Engineering Leads, and Finance to ensure programs are staffed correctly, spend is controlled, and delivery risk is surfaced and managed proactively.
PMO Accountability Scope:
Budget Management
Own program-level budgets; track actuals vs. plan; flag variances; manage change requests
Capacity Planning
Maintain rolling capacity models across engineering, QA, and delivery teams; plan for upcoming demand
Resource Allocation
Manage resource requests, assignments, and conflicts across programs; optimise utilisation
Portfolio Tracking
Maintain a single source of truth for program status, milestones, risks, and financials
Governance & Reporting
Drive PMO governance cadences; produce executive dashboards, steering reports, and QBR packs
Risk & Issue Management
Own cross-program RAID; escalate with recommended resolution paths; track to closure
Process Standardisation
Define and enforce PMO templates, delivery playbooks, and change control frameworks
Key Responsibilities:
Budget Management & Financial Tracking
• Own and maintain program-level budgets across all assigned programs; track planned vs. actual spend on a monthly and quarterly basis.
• Build and manage detailed budget trackers covering headcount costs, tooling, infrastructure, vendor contracts, and program overheads.
• Identify budget variances early; analyse root causes and present options - not just flags - to Delivery and Finance leadership.
• Manage budget change requests through the PMO change control process; ensure all approved changes are reflected in financial baselines.
• Prepare budget summaries, burn rate reports, and forecast-to-complete projections for steering committee and QBR reviews.
• Work with Finance to ensure program spend aligns with capitalisation vs. OpEx guidelines and reporting requirements.
Capacity Planning & Resource Allocation
• Build and maintain rolling capacity plans (4-6 week horizon minimum) across Engineering, QA, BA, and Delivery functions for all programs.
• Track current utilisation rates per team and per individual; identify over-allocation, under-utilisation, and bench risk proactively.
• Manage resource allocation requests across programs; resolve conflicts with Delivery Leads and TPMs using data-driven prioritisation.
• Coordinate onboarding demand planning for new programs; work with hiring managers to flag resourcing gaps against planned ramp timelines.
• Maintain a skills inventory across the delivery org to enable rapid, informed resource matching for incoming programs.
• Model capacity scenarios for upcoming PI cycles, product releases, and new client onboardings; present options with trade-off analysis.
Portfolio Tracking & Program Governance
• Maintain a real-time portfolio dashboard covering all active programs - status, milestone health, budget, capacity, and risk indicators.
• Own the cross-program RAID log; track risks, assumptions, issues, and dependencies to closure; escalate blockers with context and resolution paths.
• Drive weekly and bi-weekly program governance cadences; prepare and distribute status packs with actionable insights, not just data.
• Enforce milestone gate reviews; ensure programs meet entry and exit criteria before progressing to next phase.
• Identify cross-program dependencies and surface schedule conflicts before they become delivery risks.
• Maintain a change control log across the portfolio; ensure scope, timeline, and budget changes are formally captured and approved.
Executive Reporting & Stakeholder Communication
• Produce executive-level program status reports, portfolio dashboards, and steering committee decks on a defined cadence.
• Prepare QBR materials for senior leadership and client-facing reviews; synthesise multi-program delivery health into concise, decision-ready summaries.
• Communicate financial and capacity insights to Delivery Directors, Finance, and C-suite stakeholders clearly and with appropriate detail for each audience.
• Present program and portfolio updates verbally in leadership forums; field questions on budget, resourcing, and risk with confidence.
• Serve as the single point of contact for PMO-related reporting queries from internal and client stakeholders.
PMO Process & Governance Framework
• Define, document, and enforce PMO standards - deliverytemplates, status reporting formats, budget tracking models, and capacity planning frameworks.
• Drive continuous improvement in PMO processes; identify inefficiencies and build scalable solutions as the portfolio grows.
• Onboard TPMs and Delivery Leads to PMO tools, templates, and governance expectations; act as the PMO knowledge anchor for the team.
• Maintain and evolve the PMO playbook; ensure it reflects current delivery methodology (Agile, SAFe, or hybrid) and client commitments.
• Conduct regular portfolio health reviews; recommend corrective actions and track their implementation.
Required
• 8-10 years of experience in program management, PMO, ordelivery management in an enterprise SaaS or technology environment.
• Demonstrated experience owning program-level budgets -tracking actuals, managing variances, and presenting financial health to seniorleadership.
• Hands-on experience with capacity planning and resourceallocation across multi-team, multi-program delivery environments.
• Strong portfolio tracking skills; able to maintain asingle source of truth across 3-5 concurrent programs with different timelinesand stakeholders.
• Experience building and maintaining PMO governanceframeworks - templates, change control processes, RAID management, andreporting cadences.
• Proficiency with project and portfolio management tools- MS Project, Smartsheet, Azure DevOps, or equivalent.
• Advanced MS Excel skills - financial modelling, pivottables, budget trackers, and capacity planning spreadsheets.
• Strong executive communication skills - able to distilcomplex multi-program data into crisp, decision-ready reports andpresentations.
• Experience working in Agile or hybrid deliveryenvironments; familiar with SAFe or equivalent at-scale Agile frameworks.
Preferred
• Experience in healthcare IT, health insurance, benefitsadministration, or similarly regulated enterprise SaaS.
• Exposure to financial reporting concepts relevant tosoftware businesses - capitalisation, OpEx vs. CapEx, burn rate, andcost-per-release modelling.
• Experience with Power BI or similar reporting tools forportfolio-level dashboards.
• Prior experience building or running a PMO functionfrom the ground up.
• Familiarity with workforce planning tools or HRIS systems for capacity data sourcing.
